The City of Elgin is seeking the services of a contractor to design, install, and provide ongoing maintenance services for a digital IP network link in order to extend Land Mobile Radio (LMR) infrastructure. This will be replacing existing RTNC terrestrial circuits currently being utilized for this purpose. This may be accomplished in several ways:
1.Licensed Microwave Point to Point
2.Direct or Leased Fiber Connection
3.Public carrier MPLS or similar point to point VPN
The proposed network will be utilized to interconnect the Public Safety Answering Points (PSAPS) of The Quadcomm 911 Central Dispatch and the Elgin Emergency Communications Centers. Currently, QuadComm serves as the Mutual Aide Box Alarm System (MABAS) Division 2 primary communications center and the Elgin Emergency Communications Center servers as its backup. This communications network will interconnect the Elgin Emergency Communications Center (EECC) and Quadomm 911 Central Dispatch. Microwave will be accomplished by extending the City of Elgin Cambium microwave ring from 120 S State Street Elgin, IL (DBA: Elgin Housing Authority) to Quadcom via a microwave spur connection. Direct fiber or MPLS options will connect the Elgin Emergency Communications Center and Quadcom 911 Central Dispatch directly.
This project will be awarded to a successful contractor who will be responsible for the purchase, installation and ongoing support of the system described within this request for proposals. A successful contractor will demonstrate system support and maintenance capabilities with an office and permanent technical support staff capable of responding to the City of Elgin and Quadcomm within 24-hours.
1. Extend a high performance, scalable enterprise system to provide reliable high speed data communications to one additional facility.
2. Design and engineer a reliable link to an availability of 99.999%.
3.Provide a high quality installation of all system components and associated infrastructure using industry best practices and standards in conformance to applicable codes and ordinances.
4. Provide ongoing support and maintenance.
