The purpose of this Request for Proposals (RFP) is to solicit offers from qualified companies to provide curbside textile collection services to the City of Elgin (“the City of Elgin” or “City”). The City of Elgin seeks proposals to provide for the development and implementation of an all-encompassing curbside soft textile recyclables collection services program that will not compete with charitable donation centers.
The City of Elgin is seeking proposals for vendors that collect items at the curb including clothes, textiles, toys, and also some small electronics/appliances such as irons, radios, hairdryers, and microwaves. Clothing and items need not be in good or fair condition. The program should involve no cost to residents or to the city, and should compensate the city on a per pound basis. The City seeks a vendor to provide a curbside textile program that will not compete with charitable clothing donation centers.
The City currently provides services for approximately 33,000 households. This is an estimate and is subject to change without notification. The City does not provide any guarantee customer collections or volume of materials to be collected.
