The project consists of renovating 3 separate park sites including, but not limited to the following: earthwork, excavation, removals, underdrainage, electrical and water connections, concrete flatwork/paths/curbing/baggo goals, asphalt parking lot/paths/game courts, game court color coating and striping, poured-in-place rubber and synthetic turf surfacing, playground equipment purchase/install, tennis court renovation, chain-link backstop, basketball hoops, soccer goals, decorative shelter, fencing and gates, park/interpretive signage, landscape plantings and seed/sod restoration.

The bidder shall submit, if requested by the City, a list of qualified references for projects of similar size and scope of this project. Proposals withdrawn may not be re submitted at the same letting. Each bidder shall satisfy the City as to their ability, financially or otherwise, to carry out the work. The City of Elgin reserves the right to reject any and all bids and/or to waive any informality in any bids.
The successful bidder shall be required to furnish a satisfactory contract bond to the City of Elgin by a surety company authorized to do business in the State of Illinois covering the full amount of the contract. The successful bidder shall pay prevailing wage, shall provide certified payrolls to the City for the duration of the project and comply with the Responsible Bidder’s Ordinance and Elgin Residency Ordinance for the duration of the project.
This project is funded by the Community Development Block Grant (CDBG) Program. Minorities and women owned businesses are encouraged to submit bids. Federal labor standards provisions (including compliance with the federal Davis-Bacon Act requirements) and prevailing wage rates will apply to this project.
