Bluff City CSS - Phase III Project Information

The City completed underground utility and roadway construction on the below-mentioned street segments to install underground utilities for what is being called Bluff City Boulevard Phase III Combined Sewer Separation Project. The overall project included new pavement sections, various curb and gutter replacements, various sidewalk removal and replacements, along with water main, storm sewer, and sanitary sewer improvements. Construction began in late spring of 2022 starting with underground utility improvements throughout the project limits.  Pavement and parkway improvements are slated for late 2022 and early 2023. The overall project completion date is set for May 2023.  

The approximate projects limits are the following:

  • Hastings Street (between Illinois Ave. & Cookane Ave.);
  • Jay Street (between Illinois Ave. & Cookane Ave.);
  • May Street (between West Alley & Cookane Ave.);
  • Lavoie Ave. (between Hastings St. & Bent St.);
  • Illinois Ave. (Rear Alley between Jay St. & Bent St.); and
  • Cookane Ave. (Rear Alley between Hasting St. & Bent St.)

Virtual Public Meeting

To better inform the affected property owners, the City held a virtual public information meeting to discuss the Bluff City Boulevard Phase III Combined Sewer Separation Project with partial Water Main Replacement along with the replacement of lead water service lines; specifically, the private portion of the lead water service line from the City’s shut off valve to the internal water meter. The meeting was not mandatory, but was recommended for anyone who had questions about the project.
