Boards and Commissions
The City of Elgin has a total of 13 boards and commissions that are composed of volunteers who want to get involved in their local government and give back to their community.
Boards and commissions are established for the purpose of reviewing information and making recommendations to City Council on City policy issues. There is no difference between a board and a commission. Each has their own specific duties and functions.

Board of Examiners of Stationary Engineers

Overview
The Board of Examiners of Stationary Engineers consists of three members appointed by the City Council for terms which expire on the first Monday in May, succeeding the regular bi-annual city election; provided however, all appointments remain in effect until successors have been appointed.
Members of the board must be licensed stationary engineers, belonging to the N.A.P.E., and be well informed as to the construction, operation, and theory of steam boilers and steam engines.
Powers & Duties
- Determines the qualifications, examinations, and licensing of stationary engineers (which relates to the operation of steam engines, boilers, pumps and turbines).

Board of Health
Meetings
7:30 p.m. | Second Monday of each quarter

Overview
The Board of Health members are appointed by the City Council. The board is composed of one physician, one dentist, one registered nurse, and such other members as may otherwise be determined by the City Council.
The physician and dentist appointed to the board shall be engaged in active practice in the city. The board elects one of its members as chairman. The city’s public health officer is the executive officer and secretary of the board.
Powers & Duties
- Holding quarterly meetings and special meetings as necessary.
- Initiating and carrying out activities deemed necessary and desirable in the promotion and protection of health and control of disease.
- Recommending to the City Council the adoption of ordinances as may be deemed necessary and desirable for the promotion and protection of the public health and the control of disease.

Building Commission
Meetings
Building Commission meetings are held on call and consists of three committees: Electrical, Plumbing and HVAC (See below for duties).
Overview
Seven members are appointed by the City Council for three-year terms. Membership includes:
- Chairman of the electrical committee
- Chairman of the plumbing committee
- Chairman of the warm air committee
- General contractor experienced in commercial and/or industrial construction
- General contractor experienced in residential construction
- Licensed architect experienced in building construction
- Registered structural engineer experienced in building construction
Members must either be a resident of the city or have their principal employment within the city. The City Council appoints one member as chairman.
Electrical Committee
- Recommends to the building commission provisions for the city’s electrical code
- Reviews completed applications and examinations of applicants for registration as an electrical contractor
Plumbing Committee
- Recommendations to the building commission regarding the city’s plumbing code
HVAC Committee
- Recommends to the building commission provisions for the city’s warm air heating code
- Reviews completed applications and examinations of applicants for registration as a warm air heating contractor

Cultural Arts Commission
Meetings

Overview
The commission consists of ten voting members, who have an interest and/or expertise in the arts.
Mission Statement
The Elgin Cultural Arts Commission will enhance the quality of life in our community by creating and supporting diverse, innovative, and accessible visual, performing, and cultural arts programming.
Powers and Duties
- Make recommendations to the city council for the provision of an environment in which the cultural arts will flourish within the corporate limits of the city.
- Foster educational opportunities and enhance the quality of life for all of the residents of the city by making recommendations to develop arts and cultural programs directed at various age, ethnic, and religious groups.
- Enhance the economic base in the city by promoting opportunities to combine arts and economic development.
- Cooperate with the professional city staff to administer all commission programs and activities.
- Support and foster strong bonds between and among all arts organizations in the community and encourage new arts organizations in a manner which will make the whole considerably stronger than the individual parts, which shall include working cooperatively with other city boards, commissions and committees, and other public and private agencies.
- Apply for grants to support commission programs and administer and serve as a vehicle for re-grants under the rules of the Illinois arts council and other agencies.
- Provide a vehicle for publicizing all arts related events of various organizations as well as community, state or national events related to the arts, and provide a strong public relations program for communicating the commission’s goals and their impact on community life.
- Act as a resource center and clearinghouse for information and provide technical assistance to community arts organizations to enable them to improve the effectiveness of grant writing, planning, audience development, identification of sources for funds, and assistance in connection with legal, tax, insurance and liability issues related to arts programs and arts organizations.

Fire & Police Commission

Overview
The Board of Fire and Police Commissioners consists of three members appointed by the City Council for three year terms. The remaining two members will be the Fire Chief and the Police Chief. Of the five members, not less than one shall be a female and not less than one shall be a member of a racial minority.

- The Fire and Police Commission hires members of the fire and police departments with the exception of specified upper management positions and promotions for sergeants and lieutenants.

Heritage Commission
Meetings

Overview
The Heritage Commission consists of nine members appointed by the City Council for three year terms. Members include one architect, one local historian, one licensed real estate agent, and one representative of the Elgin Area Historical Society to the extent that such professionals or persons are available.
Members are also appointed from among professionals in the disciplines of architectural history, historical architecture, planning, archaeology, historic preservation or related fields to the extent that such professionals are available and also include other persons who have demonstrated special interest, knowledge or experience in architecture, history, neighborhood preservation or related discipline.
The building official, or his designee, serves as an ex-officio non-voting member of the commission and acts as secretary of the commission.

- Promoting the preservation of historic and architecturally significant structures and areas.
- Making recommendations to the City Council for preservation of historic districts.
- Designating landmarks and issuing certificates of appropriateness through the Design Review Subcommittee.

Heritage Commission Design Review Subcommittee
Overview
Members of the Subcommittee who are members of the Heritage Commission are appointed by the entire Heritage Commission.
Members of the Subcommittee who are at-large historic district representatives shall be appointed by the City Council.
Powers and Duties
- The Design Review Subcommittee’s duty is to review of applications for Certificate of Appropriateness (COA) brought before them to ensure that all exterior work proposed meets the requirements of the Elgin Design Guideline Manual.

Human Relations Commission

Overview
The Human Relations Commission consists of up to seven members and one city council member appointed by the City Council for three year terms.
Powers & Duties
- The Human Relations Commission promotes fairness, equity, unity, appreciation, and mutual understanding in the City of Elgin and preserves and enhances Elgin as a diverse and welcoming place to live, work, and visit.
- The Human Relations Commission works with community partners and businesses to promote equity and inclusion in the City of Elgin and provide guidance, education, and assistance to the community to build capacity in achieving equitable outcomes and services.
- The Human Relations Commission advises and consults with city officials and appropriate staff or other city boards/commissions, on all matters involving prejudices or discrimination and recommends such corrective or legislative actions as it may deem appropriate. The commission may also provide recommendations to the city council for implementing the city’s diversity and inclusion plan.

Overview
The Planning and Zoning Commission consists of seven members appointed by the City Council for three year terms. The City Council appoints one member to serve as chairman.
Powers & Duties
- Review, comment, and recommend a comprehensive plan for the City including elements for municipal services and facilities, economic development, housing, parks and open space, transportation, urban design, and land use.
- Advise the city council, other boards and commissions, neighborhood organizations, developers, and the general public regarding policies, standards, and ordinances associated with planning and development matters.
- Hold public hearings and meetings, as appropriate, and make findings and recommendations to the city council concerning annexations; text and map amendments to the Zoning Ordinance; planned developments; conditional uses; subdivisions; and authorized land use variations.
- Hold public hearings meetings, as appropriate, and make decisions concerning zoning and subdivision variations, but not including decisions on authorized land use variations, and appeals from the Development Administrator.
- Advise the city council, other boards and commissions, neighborhood organizations, developers, and the general public regarding policies, standards, and ordinances associated with zoning and subdivision matters.
- Other powers and duties concerning planning, development, zoning and subdivision matters as may be assigned from time to time by the city council.

Property Maintenance Board of Appeals

Overview
The Property Maintenance Board of Appeals consists of seven members appointed by the Mayor, and the City Council for five year terms or until a successor is appointed. Members shall include:
- One member who is a registered architect or builder
- One member with structural engineering or architectural experience
- One member with mechanical or plumbing engineering experience
- One member with electrical engineering experience or an electrical contractor
- One member with fire protection engineering experience or a fire protection contractor
Two individuals on the board shall be members at-large.
Powers & Duties
- Hearing appeals based on claims that the true intent of the code or rules adopted there under have been incorrectly interpreted or that the provisions of the code do not fully apply to a specified circumstance.

Sustainability Commission

Overview
The Elgin Sustainability Commission was created for the purpose of assisting the city and promoting sustainability for the city. (See Chapter 3.87 of City Code)
Powers and Duties
- To provide recommendations to the city council for implementing the projects, policies, programs and initiatives found within the sustainability action plan.
- Review and award grants through the Sustainable Elgin Grant Program.
- To hear presentations from businesses, advocacy groups and other sustainability related associations regarding opportunities for the city.
- To recruit and maintain a list of volunteers willing to lend their time and effort to implementing the recommendations found within the city's sustainability action plan.
- To coordinate the use of volunteers when appropriate to assist in implementing the projects approved by the sustainability commission and the city council.
