About the City Manager
Hired in 1995, Richard G. Kozal was a municipal attorney who worked with the city of Elgin’s legal department for 14 years. In 2009, he was appointed to Assistant City Manager and also served as Chief Operating Officer. In 2016, Mr. Kozal was appointed to City Manger. He holds a bachelor degree from Lake Forest College, a law degree from Loyola University of Chicago and a master’s degree in public administration from Northern Illinois University.
