Elgin Cultural Arts Commission Announces New Call for Art

The Elgin Cultural Arts Commission (ECAC) announces a new Call for Art as part of its New Works Program. This year’s program brings public art to a new canvas—storm drains. The Call for Art is seeking art that features images and messages to raise awareness about storm water and the importance of storm drains. Selected artwork will be applied to up to 40 storm drains citywide.

Public Art Installations
Artwork chosen by the ECAC will be used to create a template for Elgin’s residents and businesses to install the public art. Elgin residents and businesses interested in having a storm drain painted in their neighborhood can apply online at There is no cost to the resident or business for this program. The ECAC will provide the template, paint, supplies and instructions on the installation. If the applicant is unable to facilitate the installation, assistance can be provided. The City will prep each selected storm drain to ensure the artwork surface is optimal for the installation. The painted storm drains will be listed on the City’s online public art map at Neighborhood applications will be accepted on a rolling basis through the summer. It is expected that installation will begin in the summer.

Call for Art Applications
Artists interested in having their artwork applied to storm drains can complete the application available at Applications are open to all artists of all levels, worldwide, but preference will be given to Elgin-based artists. A separate application must be completed for each separate artwork submission. There is no limit to the number of applications that may be submitted.

The ECAC will review applications to ensure aesthetic quality, design, integrity, and to determine that the work is appropriate to the setting, architecture and social context. Artist applications will be accepted through the spring on a rolling basis, after which time applicants will be notified of their applicant status. Selected artists will receive an honorarium of up to $500.
