We should explore creating a Permit process for Street Performers and/or Vendors, as we already have a Solicitors permit in place. Inviting Performers/Vendors to Elgin would aid in enhancing the...

We should explore creating a Permit process for Street Performers and/or Vendors, as we already have a Solicitors permit in place. Inviting Performers/Vendors to Elgin would aid in enhancing the Downtown and Parks experiences. A variety of Musicians, Artists, Performers at any of the pocket parks in downtown, or on the sidewalks/corners as long as the abide by existing ordinances such as those prohibiting obstructing the sidewalk and unreasonable noise (Acoustic or Amplified).
In recent months there have been a variety of musicians on the street, in the plazas, at the park - but sadly have been shooed off by police because there isn't a process in place to coordinate these efforts. The city of Madison is a fine example of doing this well and enhancing the community and experience around their downtown retail, dining, parks, etc.
